| The Battle to Safeguard C-band Spectrum
|

Terrestrial interests have succeeded in including an agenda item for the ITU World Radiocommunications Conference 2015 (WRC-15) to consider new allocations of
C-band spectrum for mobile services.
Industry groups organized a similar agenda item for WRC-09 that was countered by the collective efforts of the broadcasting and satellite sector and its users. Indeed, the industry will again need to work together against the Broadband Wireless Access (BWA)/International Mobile Telecommunications (IMT) players to address this topic.
The terrestrial organizations are seeking spectrum in the C-band (receive/downlink) frequency of 3.4 – 4.2 GHz, and have organized a new effort to operate within the
C-band (transmit/uplink) frequency of 5.8 – 6.4/6.7 GHz. Terrestrial operations in these bands have the potential to cause excessive levels of interference, and might preclude future use by satellite operators.
Broadcasters, network service providers and VSAT operators can join the satellite industry to safeguard C-band spectrum. Here’s how:
- Collaborate with their satellite operator to create case studies underscoring the importance of their services and those who benefit from them
- Meet with local regulators to highlight the importance of C-band
- Participate in the ITU process on a local and global basis
- Register their Earth stations with regulators to claim protection from interference, and force terrestrials operators to place their base stations far away from their transmit and/or receive Earth stations
As part of the Intelsat Interference Initiative (I3), the Global VSAT Forum (GVF) is leading the effort to safeguard C-band spectrum. Intelsat’s leadership in this area resulted in the sharing of the Satellite Executive of the Year award in 2007.

| Intelsat's Ron Busch Named Chairman of Space Data Association |

Intelsat’s Ron Busch was recently named chairman of the Space Data Association, an international non-profit group of satellite operators that supports the controlled, reliable and efficient sharing of space environment and radio frequency spectrum data.
Busch has been with Intelsat for more than 15 years, and is responsible for the design and implementation of satellite-based data networks; video distribution systems and transmit/receive facilities; and the design and implementation of the IntelsatOne global terrestrial network. |
